is it illegal not have a TOS or PP on your site?

I cant find anything on it. I did find an interesting article though on seventeen .com making it illegal for anyone over 18 to visit the site.

Not a legal requirement that I know of. But a lot of affiliate programs require you have them. It's also good to be transparent with your visitors. My blog has both of those pages, plus an affiliate disclaimer since my niche is one where it's extremely important to be transparent, otherwise I'd lose a lot of credibility.

I don't think it's illegal. However, if someone sues you for collecting or sharing there information you will have nothing to fall back on. Unless your site doesn't collect or share any information (which would be rare) then you may as well be safe and put one up.

It isn't 'illegal' but it often violates terms of service for affiliate programs like AdSense and Amazon. So they could ban the account and withhold earnings.

You also need to ensure any information and requirements meet FTC regulations.
