Someone has somehow cloned an old (closed) site of mine with all my content and put it on a new domain. Not sure how they did that, but should I contact them or the hosting provider first?

    I would leave it.

    Google gives heavy penalty to cloned sites now.

    I had that happen to me a long time ago with a outfit in S. Vietnam. It stayed up for years and eventually just disappeared. Since it was a reference site on raising fancy guppies, I wasn't concerned. I'm sure your situations is much different.

    The hosting company is always the best place to start. If they don't help you, there's not much else you can do, depending of course on where they are located. If it's some third-world, toilet country, forget it.

    They probably scraped your content from Wayback machine. https://archive.org/web/

    Copyright is yours so I would contact the "offender" and suggest they might like to remove the material as they are breaching your copyright.

    Lodge a DMCA complaint https://en.wikipedia.org/wiki/Digita..._Copyright_Act but this will have little effect if they are in China for example.

    If the website is being hosted on US servers it would be appropriate to contact the hosting provider also if you don't get any satisfaction from your first request.
