Recently downloaded Audacity and installed it for voice recording purposes,
when done the first test, was to save the file as MP3 format, but could not get this done, and prompted that Audacity needs to install a file name: Lame_enc.dll in order to save files as Mp3.
I tried to search and finally found and download it from sourceforge.org website,
after decompress the zipped file, opened the folder and had a look to find the installation shell,
could not see,, then noticed a file called "HACKING"
please have a look on the attached 2 files to have an idea how it looks like, this may help to understand the issue clearly.
oh,, can't find where to attach the files, sorry!
thanks.

I have found their tech support to be prompt and helpful. Why you wouldn't pose your question to them is beyond me.

I installed lame and had no problems. You need to be sure you get the file through the proper channel so you're not getting some malware version. I also find if I save the file as an MP2 I could rename it to MP3 and it would play just fine in programs that wouldn't play the MP2 file. Go figure.

could you please share which source you got the lame file?
      I downloaded it from (sourceforge.org)
After unzipped, clicked on the folder and scrolled to see the installation file, did not see any file.exe then noticed a file called "HACKING" which looks suspicious, could pls share is you noticed this also? or how to get this installed?

Here is a quick and easy how-to guide for saving and exporting recorded and/or imported files from Audacity. This video goes over saving projects, exporting files into WAV, MP3, and other file formats, and shows you how to install the LAME code for exporting in MP3 in Audacity.

    • Audacity This is a free audio editor which has an impressive amount of features, yet is easy to use. It is also available for several operating systems -- Windows, Mac, and Linux.
    • LAME A well-respected MP3 encoder that produces high-quality conversions. This can be used with Audacity as a plugin.

    Don't Have Audacity or LAME?
If you haven't already got Audacity, then the first thing to do is install it on your computer. You can get the latest release for your operating system from the Audacity website.

LAME doesn't come with Audacity so you'll also need to download the binary files. A useful list of links can be found on the LAME binaries webpage.Just choose the right section for your operating system.

    Converting WAV to MP3

Now that you've installed Audacity and have the LAME binaries it's now time to start converting from WAV to MP3.
    1. Run Audacity and click File > Open.
    2. Choose the WAV file you want to convert and then click the Open button.
    3. When the file has loaded into Audacity, click File > Export Audio.
    4. Click the Save As Type drop-down menu and choose the MP3 Files option.
    5. Click Options (near the cancel button) to get to the MP3 settings screen.
    6. Choose a bitrate mode. For the very best conversion, choose Preset mode and select the Insane 320 Kbps quality setting. If you want the best file size to quality ratio then choose Variable bitrate mode with a quality setting of 0.
    7. Click OK > Save.
    8. Edit any metadata you need to and then click OK.
    9. Audacity should now begin converting the audio to MP3.
