Help!! What Ad Network Is Suitable For Binary Options Offers??

Hi there. Need some advice please.

I am in the process of creating an online course/tutorial for my Binary Options strategy. It will be quite an extensive tutorial which includes the software I use and I will include additional bonus material for absolute newbies such as Technical Analysis education, similar to the ones you find so called Gurus charging Thousands of pounds/dollars for. Of course I don't intend to charge anywhere near that but my price point will be in the Higher hundreds (I plan to give a lot of value in return).

I've looked around several 'Marketing' forums and the consensus seems to be advertising via Facebook and other social platforms as well as Google will be next to impossible due to the nature of the product.

What I would like to know is, are there other 'Reliable' cpm or cpc ad networks that would accept my type of ad campaign? I've seen the likes of Adfly and a few other URL shortening services that promise to drive 100,000's of traffic to your site for 'cheap', my only concern is, and from what I've read is there is a prolific case of rigging the system i.e. the bulk of the traffic isn't human.

So once again I would like to know from esteemed members old and new if there are reliable cpc and cpm networks willing to accept my type of campaign?
