Important Doubt with Article Submissions

I have read some where:

"If you are using an article submission service, make sure to place text links pointing out to your website on these articles. The text link should be a keyword related to your site."

How to place text Link Pointing to our website:
Some think like this:
<a href="website link here">Sample Texts</a>

Am I correct but will the article submission acknowledge it correctly?

Please advise?

    Yes, that's how you do it.

    Please note, however, that most places your articles will be distributed to by the distribution service don't accept links in the body of the article, only in the resource box (=about the author section). Placing links in the body of the article will dramatically decrease your acceptance rate.

      Actually I am learning everything from scratch.
      I am new to SEO world.

      I have doubts, If I have understand SEO Article Submissions correctly:

      1. If I have understand Article submissions correctly then they are the alternative means to generate Inbound Links, Am I right?

      2.If my first understanding is correct, then how can such back links be created by article submissions, I am attaching a screen shot.
      Please find attachment that will explain my question Properly.

    yes i think this is the right way to insert link.. some article sites has already option there to add link. select keyword and click on above option link icon and insert url into that.
