hello as i found i can use royalty free images without copyright issues if i link to them not store at my site in my library, but if i want to store files in library where to get FREE images without copyright issues?
and also
The copyright (royalty) free photos available on this site have been made available, free of charge, for any application as you require - web design, graphics, backgrounds, printed images, desktop wallpaper & screensavers. The only exception is that images may NOT be added to other photo libraries (either online or offline) - without written permission from the site owner.

is this true law? or just some text?

As I understand it, legally, you must abide by the required conditions to use them. Otherwise, you would be breaking the law, it seems to me. In other words, you can't legally just take images owned by other people and own them.

Ask the people providing the royalty free images. It differs from case to case. Here's what's on Wikipedia:

Royalty-free - Wikipedia, the free encyclopedia

      "Photography and Illustrations

In photography and the illustration industry, refers to a copyright license where the user has the one-time right to use the photo without very many restrictions. ***Licenses vary by each site so it's important to read the License Agreement prior to licensing.*** The user can therefore use the image in several projects without having to purchase any additional licenses. RF licenses can not be given on an exclusive basis. In stock photography, RF is one of the four common licenses or business models together with Rights Managed, subscription and micro."

That all said, legally enforcing such agreements when transgressions occur could be very problematic. Thus, it would basically be an honor system more than one that is legally enforceable.

USUALLY, what they mean is that it is for PRIVATE use ONLY! YEAH, it is LEGAL! SOME have the ability to be used in your portfolio, for clients of yours, but they often charge more for that and some require registering them. AGAIN, LEGAL.

BTW if they CAN be used for your clients, then they CAN be kept in your own PERSONAL library. You just can't list them, or sell them, apart from your service, or for use elsewhere.

If you read the fine print, it is often there. You know lawyers though. Your rights generally supercede the limits SO, if you purchase for your use and use for your clients, but can't store in a library, then it means what I said above.

BASICALLY, they DON'T want to see someone competing with them that sells their product, even if it is only part of the sale. They realize that they DO have to allow people to use it though. So they limit the use to a given number of sites, or a DIRECT licensee.
