IE is the most used as it usually comes preloaded on most PCs so people would be using it to download other browsers as it is what they would be most likely using to access the internet in the first place.

Yup. You can't download Google Chrome of Mozilla Firefox without IE. I think this is the primary purpose of IE nowadays.
