If you want to do a security test on your system, I can do it for you. But I don't think PayPal have changed there page, at least not majorly.

Ken, it looks different for me too. It says "explore the new design" on the front page. Seems legit to me.

Just when you think you've got it all figured out, someone changes the rules.

Yes they did. A little earlier they had a completely new format but then they changed it back.

They may be experimenting with a new look. It's better than the same look they have had for years.

The log in field was much better and modern when I logged on with it; it was at the top.

    Hello,

The page might change based on geographical location it is accessed from as PayPal is a high demanded service, so there are probably different servers’ setup for different geo locations.

Now, if you are not sure of the service authenticity, check the following:

    1. The name in the address bar.
    2. Https might not always be there, but it should be there for sure on the authentication page.
    3. Check the certificate (it should be stated PayPal Inc, dates of expiration and fully completed.).
    4. Your browser should be showing some colors (red is no good) or certificate recognition icon (depends on the browser)
    5. If you got popup message stating that the certificate is not recognized and ask you to proceed... don’t do it.
    6. If you are not sure, don’t login and leave the page.

I've got the new design, too. The first thing I did when I saw it was scan my machine. lol.. If you are seeing the old one it might be due to cookies. Seems like once they put up the new one, everyone should see the same page.
