This is a nice take on an apparently VERY old myth. Many previous ones, that are earily similar, have been considered proven false. They ALWAYS have a lighthouse that is generally manned by like ONE person with huge ships that would be used in military battle with some arrogant and supposedly high placed leader at the helm. They always have several rounds of arguing about a relatively minor change in course, and in the end it is revealed that the smaller one is a lighthouse.

I doubt today that a nation such as the US would not have the facilities to determine things that could be determined even in the 1960s with relatively primitive equipment.

Why do garden gnomes smell so bad?
So that blind people can hate them as well.
