I Need an Auto Dialer for PC

It's been 20 yrs since I last dialed for dollars.

What I had back then was fairly simple. I could input my leads into it. Then when I started it up, it brings up the first lead on the screen and dials the number. If no answer after X rings/answering machine picks up, then it goes to the next lead until a contact is made. Then I could set a date/time for next call and it doesn't call that number until then and I could enter notes regarding the call. Also, I could preview all set calls I have each day. There was obviously a bunch of other functions, I just don't remember what. I would think I could enter an alternate number that I'm suppose to call on the future set call. Be able to pause it or stop and pick up where it left off, etc...

I assume things are more sophisticated now? However, all I really need is something similar/simple, an email option would be nice, but not mandatory.

I'm just looking for something cheap/one time payment that works to get the ball rolling. Even better would be something free / open source that I could build off of.

Anyone suggest something from experience?

free is not free, you will need a very good IT guy to set it up. But to answer your question asterisk based solutions are the best. Vicidial is opensource but fairly complex to set up if you are unfamiliar with the technology. Vicidial IMO is the very best and is so feature rich it is incredible. You will need bandwidth for asterisk, database etc.
You may try a service like callfire. Very simple to use and effective.
