How Do I Utilize This Situation?

To sum up my current situation, I started up a web consulting business specializing in mobile websites, websites, apps, and groupon in June. I have a website and am in the process of getting a mobile website created.

Here is the unique situation I am trying to take advantage of:

My local chamber of commerce is located around five miles from my house. It is fairly large, with a few hundred registered businesses. The chamber of commerce site does not have a mobile website, nor do the large majority (95-98%) of the businesses that are members.

The CEO of this chamber lives very close to me, and recently ran for the state senate, nearly winning. I have his extension office phone number, his personal phone number, and his business email address.

My plan is to offer EVERYTHING I have to him and the chamber for free in the hopes that he refers many of the other businesses to me.

My questions are:

1) How do I first approach this where I do not come across as a salesperson? Do I start with email/phone...?

2) Assuming this goes through, do I let him know from the star I am hoping for recommendations if I produce incredible work?

    I would say if you know him in person, find something you two have in common, and go and talk with him for a bit (have a conversation). Then get his info and tell him you will be calling him or emailing him soon. Then in the email sum up the convo you had ex: "it was nice talking with you about ____" and then bring it up like "I noticed you didn't have a website or ____, I happen to do websites and when I noticed you didn't have one I went ahead and created one for you, check it out (insert link)" then call him a day or 2 later to see if he checked his email and go over the site and then you do your salesman pitch lol.

    That is how I have gotten all my business from people so far. Make a connection first, then offer something, then go in for the close. Just make it seem genuine. That is my way, but play around with it and you might find your own way that works.
