You can go to Staff.com and look for SEO experts there. They will take care of all the hassles of hiring someone for you.

Alternatively, you can hire your own. You can get someone from posting on your own social networks. If you do it this way, you need to agree on a certain rate. I would also suggest monitoring them since you can't really be sure how the work is done when you outsource.

I've tried outsourcing SEO before using just this setup: Skype (for communication), Basecamp and Google Docs (for collaboration) and Time Doctor (the time tracking software). That worked well for me.

It's better to hire a reputed company as SEO is something that depends on reputation and quality. Outsourcing your work to a freelancer may seem attractive because of the price but it can lead to some low quality backlinking which can really degrade your website in the eyes of Google.

do not think once you outsource all seo hard work, all weight off your shoulder then. You will be the one who will talk each and every client and you will be the people hold all the accountability. You will find that someone will call you 2:30 AM when they find that their site got pushed down to page 2...and you will have to explain every bit of everything to comfort him. And, yes, that is always the best case. If you have find bad contractors to outsource to, it will be your nightmare. So choose your contractors wisely otherwise you will be in a deep trouble

If we require specific capabilities that we dont have, such as an industry-specific expert copywriter, we wont hesitate to use them. If you've hired a SEO consultant who doesn't take advantage of expertise that they don't have, prepare yourself for a mediocre result.

Well there are so many websites where you can find best persons for the SEO work in which you can have idea about the payments.
There are some ways you can give project to an experts one you can talk about your keywords with each keyword you can have agreement with SEO guy and the other is make a monthly contract with that person and give him the details he will work with you keywords and gives you reports with ranking.
About the payments I think every expats have his own price limit so you just make you budget and then get some one to work with you.

I agree with a lot of the above statements - it's best to give this work to a reputable SEO white-label firm with reporting. It's always good for the client to get a 5-70 page report emailed to them once a month with all the work "you" have done.

Do NOT use fiverr and other cheap services as you can very easily get slapped by google, and screw your clients.
