What is some of the basic software I should use?

OFFLINE MARKETING

I am trying to make something that looks generally as polished and professional as this:

I have no clue where to start. How does one create an image like this? What software do you think these guys used?

Also, all I want to do is make an image that comparable to the form on that webpage, and put it on a poster. How do you make a simple poster with those kinds of colors, shapes, etc?

You could use Wordpress. Tons of free templates and plugins. And even more awesome paid templates and plugins.

That looks like a simple layered Photoshop file, with a few custom shapes, gradients and stripes on it.

Most of the objects there are already available in Photoshop, and other that aren't (like the clouds) you can download vectors of them from Google.
