Need proposal templates for a full digital strategy implementation

Looking to submit a proposal to a real estate developer. Im looking for help putting together my proposal. Can anyone point me in the direction of good best practices and sample proposals that I can use as a guideline.
This is a well established developer who is unhappy with his current strategy.
I plan on optimizing their current site for conversions, doing ppc and re-targeting to get them leads.
