Hello I know that some short url service are like 301 and some not.
How can I understand when a short url service is 301?

I believe bit.ly uses 301 redirects, not sure about the other popular services.

Info on 301 redirects short url service

Only use URL shortners with 301 redirects. A 301 redirect tells Google that the page has permanently moved. This is important because Google uses links to rank web pages. The more links, the higher up on the search page results the web page will appear, which translates to more traffic.

Most URL shorteners by now are all 301 redirects. In my opinion, maybe unpopular opinion, it doesn't matter anyway. The about of 'link juice' that gets passed through anyway, is so small it makes no difference if it is a 301 or 302...but most are 301 now anywho.
