Can you promote directory site client listings using Adwords?

I have a nation wide directory site.
I'd like to promote individual listings using my Adwords account etc. Is this allowed?
For example: directory website = carpetcleanersUSA.com (not real site).
I want to create an Adwords campaign "Chicago carpet cleaner" and have 1 Chicago carpet cleaner website display on landing page. [carpetcleanersUSA.com/chicago-cleaner]
Or Athens, GA carpet cleaner with Athens, GA business landing page on my directory website.
[carpetcleanersUSA.com/athens-cleaner]
Is this possible? Or it too many businesses on the same website? I also want to use different GT Managers/GA for each client.
