Why Do Competitor Headlines Show In Different Format On Google Ads?

When I set up my text ads on google I am forced to break them into 3 headlines, each divided by one of these | but when I search google the first page ads are sentences. Here is an example:

"Website Design & Development - $149 Custom Website Design"
hustlenflow is online now Report Post

Hi hustlenflow,

Google ads is not forcing you "to break them into 3 headlines" They are prompting you to create multiple headlines which will be rotated based on their algorithm to try to match the best headline for the searcher's intent. At least that's what they claim it does.
