Better PR flow that's for sure. SEO wise, the context does matter though. So if you get several backlinks from semantic alike pages, it would definitly help.

Footer links or sidebar ones, doesn't...

When i`ve did mini websites i aimed for this stuff :
*Less then 1-1.5 mil results on keyword
*Less then 15000 on exact match keyword.
*At least 2400 monthly searches.
*At least 2-3$ CPC
