I worked for a vendor once who offered free samples but ONLY to guys/girls who already made one sale. This should cut your sample costs and filter out the affiliates who are actually looking to...

Well it depends really, I saw products with extremely high gravity (200+) that were.... bad to say the least. Then I saw products no one promoted, luck for me :D that were 10 x quality in both sales...
