PR stands for page rank, and every page has its pr like the homepage of domain will have a different pr and its all other pages will also have a different PR.

it might be a good keyword to rank for, but there are few points to notice like the compitition and the CPC as if with low cpc there is no profit of ranking for such keyword..

i think you should start with onpage optimization first before going into backlinking , and do not hire any unreputed SEO expert as it may lead to decrease in your serps by any of his mistake..
