I look at the types of sites they are. If the top 3 spots are aged, high PR sites I'll usually pass. However if they are newer sites with a lower PR I'll look closer. I'll look at the sites backlinks...

If you want fast indexing for your blog, then RSS submission, bookmarking and then pinging (ping everything).
My experience is that you get indexed quicker through RSS feeds submission than anything...
