No, you won't have any problems with your websites.

Different languages are treated differently by Google. It doesn't matter you have the same design as long as you don't have 20+ spam websites...

Using the same design and CSS for 2 or more site doesn't make any negative impact on your website. But Yes, if you are using the same content on both sites it will be.
