    if you are looking for wordpress plugin then wpml is one the best multi language plugin i have ever used...but it costs money.

      There are tons of technologies that do different aspects of internationalization and localization depending on your needs and platform. As always "best" depends on your own requirements.

      A search for "i18n" might help you get started.

    By what exactly do you mean by 'which technology'? The question is too broad.

    If you're talking about CMS. There are a lot of web development tools you can use to build such website. Wordpress, Drupal, Joomla etc. are some of the options that can do the trick.
