Of course, it's relative to what you're comparing it against but in general, I think most would agree that PHP is a pretty simple language for development. In addition, there's a TON of help online (eg, stackoverflow) for any stumbling blocks you encounter as well as large developer communities.

Seeing as you're posting in an internet marketing forum, another consideration could be the doors knowing PHP will open with regards to WordPress or even Facebook

The easiest language to understand are languages written with words you understand. Something like VB.Net the "B" standing for "Basic".

With that said PHP is a great language, theirs plenty of places to get help for it (Stackoverflow, phphelp.com, etc). Really depends on what you're trying to develop and on what platform.

PHP is good for initial understanding of programming. It'll bring you a good start of programming and will give you web designing experience.

After HTML, PHP is the easiest language for programming.
