Best resource to begin programming with FB/Twitter API

Hello,
I am trying to find the best resource or place to start with using social networks API's. I would like to create my own dashboards and manipulate user data. Think Hootsuite or any other social media management platform. I am sure there must be a platform somewhere created for this, I have seen sites create dashboards and reports on demand so I imagine there has to be a good resource for this.
