You have a couple of options:
  1) learn a backend language (like PHP) your self so that you understand a little bit about programming when managing software developers.

  http://techcrunchupdate.com/15840/Ho...ora-1567506084

  2) go on upwork to hire freelancers: www.upwork.com

  3) get a technical partner.

Where you go to hire largely depends on the size and nature of the project. If it is something as simple as a wordpress plugin, You can try fiverr or upwork. If it is more involved, there are a few different websites where you can find some hard core programmers. Alot of it has to do with the programming language you are looking for, and the complexity of the project. Be sure, whichever freelancer you hire, to have the expected end results clearly defined. There must be s clear end point for both you and the programmer so you both know when the job is done!

All depends upon the size and nature of your project. Size and budget are the most decisive factors i think. Check if you need large team or small team would be enough. If it not small enough to be easily handled by only one or team of freelancers, then you better go to well-reputed company.

Thanks

I can create your software but you have to elaborate more, you don't want to create a keyword tool that pulls from Google search, only to get blocked after a few days. Where will you be pulling your keyword data from ?

Thanks

Custom software development project management can mean the difference between success and failure of a custom software development project. Software development projects are complex and multi-faceted, represent a major investment in both time and money and can be fraught with problems if not managed properly. Finding a competent custom software development partner is only one part of the equation. You must also have a clear vision, strong management, and a well thought out plan.

if you need a freelancer you can choose them in any freelancing site. but If you like to do programming, please first select a language, you can use JAVA for normal system development I highly recommend you that with experience. If you like to start programming and like to learn programming concepts its good to use python, because it is very easy to understand.

thank you...

Once you decided that your business need custom software to meet specific goals, the next step is hiring a dedicated developer who can develop a perfect website for your business or service which can represent your business in front of millions of users.

Here I am mentioning the things to consider when hiring a custom software developer-
1. Project Timeline: Can They Deliver on Time?
2. Your Business Needs: What Do You Want to Achieve?
3. Budget: How Much Are You Willing to Pay?
4. Technological Expertise: How Technologically Proficient Are They?
5. Technical Support: Can They Provide Tech Support After the Development Stage?

Thanks

That really depends on your needs. However, from my personal experience, it's not always cost-efficient to hire a freelancer. With such a number of freelancers on the Web today, finding a good one is a challenging task.
I'd personally recommend considering a dedicated team of developers or an outsourcing company, as they seem to have a higher level of credibility. Moreover, they take care of the project since the very first steps to the after-deployment maintenance, while freelancers usually give up with their projects after the development process is over.

Thanks

I can say that there are multiple stages of implementing software development practices. A complete evaluation process to analyze client's software requirements demands developer's consultations, their time, and some critical access to live developed software products. Basically, a thorough out analysis of the client's needs to match up with their software needs is what that makes the company establish as the best product based development company.

Thanks

If you are inexperienced in this area, I would suggest that you hire a tech guy. Explain to them what you want and get the ball rolling. It will save you from unnecessary stress.

The best idea is to hire a company. Dealing with freelancers is more risky. And of course, you should be familiar with technologies at least on basic level. Such knowledge will help you to save money and time.
