Well I couldn't find any free one's but here are some good ones.
PDF2EXE - PDF to EXE Converter, Cool PDF Reader
    HYPrLock Security System

If you searched on 'the usual' sites you could probably find one.
but I don't recommend it, only if you REALLY don't want to pay for it.

Ahh, I did not see any pop up when I just checked it again. I don't know, I may use it in the future. Your just not going to tell us what your doing are you?

PS. Are you familiar with the PGP tempest font? Back in my grunt days we had a pdf with tempest pages. Ive always wondered how they did that. Must be an Adobe plug-in.

It goes without saying, I assume, that by making your PDF an EXE you realise that you are excluding non-Windows users.

Looking at visitors this year to two of my websites. I've had 250k visitors of which 8% are non-windows. A minority, for sure, but I wouldn't throw away the income from those 20,000 visitors.

Other options you could consider are password protecting the PDF with the purchaser's email address or printing the purchaser's name and address on every page of the PDF. (These are the tactics used by publishers Apress and Packt Pub respectively).

While not answering your original question, I hope this is food for thought.

All the best with your product.
