Researching for a mobile ad marketing system/platform

Hail fellow warriors,
I'm interested to hear from anyone who have some experience in developing a mobile banner ad program/platform. The idea is to offer a low cost mobile marketing system to local businesses to market their product/service to their communities by way of mobile marketing. I'm from New Zealand, so it must be able to handle the networks here which is Vodafone & Telecom. Much the same as how sms marketing is handled. Hear from you all soon, stay well.
