Need help with CPA form completion

I am working with CPA offers that allow incentives. I was wondering if anyone knew a way to tell if a person competed a form. For example, I will give a user an incentive to fill out a form and promise to give him/her something if they completed the form. How am I able to confirm they filled out the form?

    Use Sub-ID tracking with the link you give them and compare the results in your CPA control panel (run a Sub-ID report) and see if theirs is listed as having completed an action..

      Does the result in the CPA control panel update insantaneously, or does it take time for the result to go through?

    The thing is, I am offering downloads to people who fill out a form. I want to provide the user with the link on the same page as soon as they finish filling out the form. I don't want to have to check manually everytime someone fills out a form, especially if there are a lot of visitors. So, does a Sub-ID report allow for this?
