    Odesk, eLance, and there are other big .com's as well.

    I think a multi-part form submit strategy is a good one too. Local Agencies continually shop talent, and getting in with some of the local providers who have more presence and tend to serve local within 50 miles service can be a good place to establish a relationship with someone who's interested in placing qualified candidates with their clients.
