Inserting 'Action popup' Script in a Blogger blog? Which page to insert code?

We have Action PopUp, Version 2.45 http://www.actionpopup.com/

and want to insert the code in a blogger blog, so that when a visitor comes to the forum from the search engines, a Hover pop up comes, darkening the rest of the screen offering to get their optin (offering a newsletter for eg)

But a blogger blog has has many pages, .index page, .footer page, .header page etc (just like a wordpress blog)

Were would I insert that Action popup code/script in order for the Popup to get viewed on Any of the blogger blog pages? (if stumbled upon, on google by the reader)......and any thread, including the blogger homepage, including any other threads.
