Paid Raffle/Sweepstakes/Contest Software???

I am helping a charity launch a contest site where people may go to the site and buy a ticket on their latest contest... preferably I would require a word-press plugin that I can set the ticket price and set a cut-off (so limited to 1000 tickets, etc..), and of course integrate with PayPal, and randomly select a winner at the end of the contest, plus have a "geo test" where the user would enter their details and the script would verify that their location is in Australia before proceeding to the payment.

I would like to also incorporate viral features, such as Facebook, twitter, and all that jazz too... with people being rewarded for getting other people involved. So for example, is Joe Blow buys 1 ticket onto the contest for $10, then Joe Blow can get an extra (free) ticket into the contest of he refers 10 people to the site that also buy 1 ticket, or 5 people that buy 2 tickets, etc (to the equivalent).

They don't exactly have a budget for such a thing as they are fairly new and will be using this site to creatively raise funds for their cause. Just so I can get back to them, is this possible and what sort of price range are we looking at? Looking forward to your responses

    Just a small heads up: PayPal won't allow the selling of lottery tickets/sweepstakes. It's in their acceptable use policy. I was thinking of creating my own lottery, but was disappointed when I read PayPal's acceptable use. You could always try contacting them, however I'd recommend finding a different payment processor. Unfortunately, I can't recommend one as I abandoned my idea when I learned that PayPal won't support it

      thanks for the heads up... i guess if it is for charity then technically it can be: "donate to xyz and get a ticket to go into the draw" ... would that work?

    You might want to check with a lawyer before you continue.
    In the US and other countries what you want to do is highly regulated. It might be the same there.

    that looks like a custom job, and probably not all that cheap.
    You could possibly piece together something and have some manual input from the admin to keep track of things. Perhaps you could try setting up a refer a friend meshed with a shopping cart, setting your product stock at 1,000, and then randomly pick a number out of a hat.

    There are probably some plugins for GEO tasks, or you can use your .htaccess to redirect people that are out of country, to a different page.

    Are the prizes cash, or other? I think there is a different set of rules if giving out merchandise. But you will want to check on that.

    This would probably cost about $1500 to have it done correctly and to be on auto pilot...
