Angieslist Type of Site

I am interested in setting up a site like Angieslist.com, but for various South American countries where there are a lot of people expatriating. I want to know if there is a basic platform that would be most conducive to such a site and who would be able to take on creating such a site. Where would be the best place to go to get such a site and what might I anticipate in costs?

    Angieslist is a very large undertaking before I would even begin to look for "programmers" I would suggest to do a UML diagram with Use Cases to know exactly what you want it to do. Doing something like angieslist with the same functionality I'd say your looking at $20K+ and that is if you have good programmers that your outsourcing for. You can post a project like this on Guru.com or elance.com and get some feedback but even then without a true functionality document the bids you get won't be realistic.
