How do I get access to a local proxy server?

I live in Australia and want to get a local proxy server to use with a new facebook account so I have a different IP address from my disabled account, how do i go about this?

    or just ssh to a unix box (could be the cheapest hosting that allows ssh access) and then set your browser proxy for the local port

    I guess you're on windows, so:

    putty username@hostname -D 8080

    now 8080 is the port on the local computer that you set in your browser proxy setting
