Any of the top freelance service provider site(freelancer, odesk, elance, vworker, guru) will work fine for you. I like odesk personally.

  Do you mind if i ask in which language if you even care do you want the programmer to develop in and also what type of project are you planning?
  
  Im a full time developer as my day time job for the civil service,m at home im trying to learn to become an internet marketer... its a steep learning curve!! LOL
