Iframe with popup

I'm running into issues trying to create a page that will iframe (width, height at 100%) another website and at the same time have popup box (html contents) overlay the iframe. The iframe is working perfectly but attempting to get the popup box to work correctly has been driving me nuts. I've attempted to use awebers popup feature but it doesn't even appear and I've tried a few other scripts with no avail.

Any suggestions?
