      There are no bad or good marketplaces, all depends how deep you are involved into your project, how well you know what you need, how you can explain what you want to get, how you choose the developers, if you make any contracts with developers on achieving one or the other goals + a contract on job details, what you pay them forward, what is the final price (I saw there are projects posted: "I wanna twitter for $10", you need to figure out a right price for your job).

    Drupal.org forum is the best place or look at modules and see who is the owner...contact him and you have a developer.
