Need input for common needs for a standalone PHP cloaked

As a professional PHP developer I came across the topic of cloaking links/urls. I also noticed that there are several plugins that will do the trick but none of them seem to offer the complete placate. So I want to know, what would an ideal cloaked script (which you pay a small amount for) be able to do?
I will program this script in PHP. So anyone interested must be able to run this on his/her server. Furthermore it will use a mySQL database, so that must be available as well. Basic functionality I'll add:
- add/change/delete unlimited entries
- be able to create different kind of cloaks (iframe/frames/htaccess)
- tracking traffic for each entry
- an basic installer for the script
- an basic but clear admin area
I already am in the process of building this script but I'd like to have your input to be able to built something that will appeal to the majority of its users.
Like I said earlier, It'll be a standalone script, not a plugin for Wordpress and or any other system out there.
