Best way to setup sites similar to udemy or skillshare?

I am planning to build a site similar to udemy and skillshare, allowing people to take online course or register offline course.

What would be the best way to set that up? Could it be done with wordpress? or would it need dedicated web programming? Would it be easier if I made changes based on a clone script? I found a clone script made by Agriya but I don't have the technical skills to assess the quality of it.

If I were to hire someone to create this site, how long does it take for a programmer to code a site like this? Would it be considered a difficult job? What would be a reasonable price to offer for the job?

    You may use any kind of CMS to build such a websites .
    Joomla and Drupal both can do the task
    also you may use something like Moodle its very specific for such websites
