Any Suggestions. Application to launch website in app mode?

I am looking for an application or to customize a chrome install to launch a website it app mode. If you are using chrome at visit a website and then hit menu tools, create application shortcut. The website you were viewing will be saved on your desktop as an "app" which is a stripped down browser without navigation or address bar.
I am looking for a way to host a file on my site of some kinds that users could download and it would install my website in app mode. Does anyone have any suggestions?
I have been searching for answers all morning and have come up with nothing. Any help would be much appreciated.
