i am challenging all programers to programe a plugin which which redirect to a url without changing site and without framing that site into yours

  Interesting thought, but surely that would negate the last section of the challenge ?
  
  Unless you use ajax to completly replace ALL text of the original with the new but the real question is, WHY ? That just goes against all seo methods I've been taught.

My first thought was to use ajax (there are multiple javascript libraries) and load the content to the current page.

Yes you can do this with AJAX,
I have seen a example of such working but they are not using AJAX.
Domains with .tk extension show such kinda behavior when they are forward to another site instead of using NS.

sorry for late response my am is to frame any cpa offer and their alot benefits of it just think any ppc will not detect through this b/c it is so unique so no more expensive cloaking

To me, this sounds like a proxy. Your server sends an HTTP request to a cross-domain page, and then takes the response and forwards it to the user. This can be accomplished and is very simple with PHP and cURL.

  good share mate but acording to me it is useless if google see your afflink then they **** me out of adwords, he or she will go to that affiliate link but they still can see your aff url in address bar when they clcik on aff link
