Software Access Using PayPal IPN

I own the source code to various software products and was wondering if anyone could recommend a programmer/service that will enable/disable software based on PayPal's IPN messages.

Basically, once someone pays for the software via PayPal, the software would ask for their PayPal email and the software would be activated. However, if they ask for a refund, etc. the software is automatically disabled.

Also, if it's not too complex is there be a system where an admin panel could be built to view active/inactive licenses based (or not based) on PayPal email? Admin could then enable/disable products from the admin panel?
