What is dealt with by the algorithm and what is dealt with by Panda refreshes?

Always makes me wonder, some times you make a change and you see it reflect in the rankings within days or hours (depending on how active your site is crawled), other times you change things and it needs to wait for a Panda refresh to reflect in the rankings.
So I wonder, when do we need to wait for a Panda refresh and when not?
To start the list, it seems that changes in affiliate links need to wait for a Panda refresh, as I just replaced homepages with heavily monetized ones, days before Panda launched and thus rankings dropped.
After removal of those links on 1 site and hiding the affiliate links on another site nothing has happened for the last 2 weeks or so.
