It's Google dance or Penguin Algorithm fact...?

Hi,
When when I searched for my keywords of medical billing services and Medical billing Companies on 10/17/2014 it placed 2nd page 10 position and 2nd page 8 position today (10/18/2014) it push out one page back of 4th page.it happen the same before two weeks also and recover again from 4 th to 2nd page ,
I submit the link web 2.0 and youtube link...on 10/17/2014
Wheter is it Google dance or work which i worked is wrong....? If wrong means what should i work for current algorithm Google Penguin ...?
