I wanna add drop-down menu to my site but not sure which one is SEO OK and will be easily crawled by Google. I would like the on that shows the inner menu on-hover or on mouth over.

JavaScript and jQuery is out or the question. Has to be CSS one but I am afraid using CSS properties that hide the text.

There's plenty of ways to build CSS only dropdown menus, Google doesn't have an issue with them: you aren't hiding the content to game rankings.

Fun part is finding CSS dropdown menu code which is also responsive to mobile devices. I used to use Jquery for the mobile nav menu, but as it's render blocking made sense to move to CSS only (wasn't easy to code) for better performance: faster site = better Google rankings.

There's no reason to be afraid of using CSS for legit hidden text.

The problem Google has is with hidden spammy text/links, not hidden Nav. (navigation) text/links. Just about all major sites have hidden text/links in their Nav. Go look at the Google Cache (text version) of most popular sites, you'll find hidden text when comparing the text version to the live webpage, it's completely normal.

The actual CSS you'll need is up to you to create/find/buy or outsource to someone that knows HTML/CSS/SEO. In the end, make sure you look at the text version of the webpage to verify the job is done right otherwise you'll be wasting your time/money.

Like yukon said, having hidden nav links on your site is a pretty common thing, and SE's don't dock you for it. Make sure your anchors are not spammy, and that your link structure is clear and easy to understand.

For crawling? No links will most likely be crawled, no matter how
      it's made.

A webmaster/seo person should know that.

Now, the reason is quite simple, actually. Sure like Yukon says, look
at the raw source code. But even just mentioning some url, in whatever form
that might be "seen" is not good enough to be crawled. So even a javascript
      one would not be crawled.

Why is it so simple to determine that google will most likely NOT crawl
shinola? Because they are not a person clicking. They are a bot.
Anything that a user must click on to initiate the action will not be done
      by a bot.

But let's suppose it actually does. (Pure fiction, but just for those who insist.)
It would be the same as a person being in the dark, opening a closet and
needing to explain what is seen in the closet. They can't. They're in the dark.

The only reason I want to create this menu is to add there links for the Google to crawl. I am really struggling with my website SEO. Tired of seeing my site reaching the first page and the drop again to the second or third page. That is why I rather not to use it if Google doesn't index link in the drop-down menu!

    Thanks guys for your advices.

Hmmmmmmm. Okay, I won't say it.

But don't you know that plain links are best?

If they go to pages that google already has indexed and crawls, done
      and done.
