You can approach this in many ways but here's two:

1. Look for sites that discuss allergies and offer them a valuable piece of content about 'allergic shiners' with a contextual link to your site.

2. Publish useful content about 'allergic shiners' and there's a chance people will link to it if it's useful or valuable.

For me a quality link results in a significant bump in rankings.

For others a quality link should be on a relevant or authority site and preferably send traffic as well.

How to get them? Contact blogs about allergies or medical sites if your content is of high quality as well.

You can also create them yourself by buying domains at auctions and publish relevant content on it.

A quality backlink is whereby a site, especially one that has "authority in the eyes of Google" links to your own site/ blog.

You may perform a Google search to find quality blogs that talk about allergies. You may use a free tool called Alexa to view how much traffic a blog obtains.

Then you may start doing blog commenting on those blogs. Make sure to leave a link of your website/ blog. The key thing is to comment repeatedly.

A quality backlink needs to comply with these basic requirements:

It needs to perform good in important metrics as Link Authority, Trust Flow, Citation Flow, Pagerank...
It needs to be placed in a website with the same topic than your site
It needs to have some context around it

When I try to find quality websites for quality backlinks, I usually look for those with high rankings (Alexa, especially). The way I find them... I simply Google the keywords and see what pops up.

It is best to develop your own strategy.

For getting quality links, I am maintaining this.

1. We need to create Quality Back links.
2. Creating Bookmarks from PR 2 or higher sites.
3. Directory Submission from PR 2 or higher sites.
4. Need to Publish Press Release At least once a Month
5. Need to Publish At least two Articles in a month
6. Need to publish at least two Web 2.0/ Blog post in a month.
7. If you are targeting to getting links from Forum, then you need to invest some time regularly on that forum. So that it seems you are really giving a value to the forum. (Otherwise don’t post links to forum).
8. Never comment on any relevant blog that has already published 50 comments on its page.
9. Try to focus on developing Good Content so that both Reader & Search Engine Likes the content.

Note: PR 2 is for domain, not for the pages you are linking to.
