    Doesn't mean anything useful today, just means the site was dynamically generated.

    When the term Web 2.0 was first used (1999) most websites where static HTML based, today most sites are dynamically generated via CMS's like WordPress.

    Google doesn't give a flying rats ass if your links are from a site running WordPress or a carefully hand crafted static HTML website. It's unimportant.

    So what do you really want to understand?

      It looks like more than anything you are wanting to build out tiers for your money site rather than specific 2.0 info.

      The thought behind tiers is that the close links (tier 1) are higher quality and less in number while the far links (tier 3+) can be lessor quality but higher in number.

      So it might look something like this.

      Money site
      <Higher Quality tier one
      < A less quality tier two
      < Bordering on spammy tier three
      < Any Spam links to move the bots down the pyramid.

      There are a lot of tutorials on building out tiers. You might want to check out Matt Woodward's blog as he has a good one.

    I find your question confusing and I work with PBN all the time. Can you please clarify in more detail. As far is building backlinks,

    Make sure you mix up the anchor text to include both EXACT and RELEVANT keywords. You can build them on any page however do not build them on every page as this will show you are building properties to only build links to a money website.

    Next,

    Tier "1" Will link to "money" website and Tier "2" will link to Tier "1". You can again you any page but use the same model as you did when linking to your money website. For example, you created content on your Tier "1" relevant to your money website and linked out using relevant keywords. I would do the same when building links from Tier "2" to Tier "1" which is writing content relevant to the page you would like to link to and use RELEVANT or EXACT keywords.

    However,

    I stop at Tier "1" and use Fiverr gigs to build links to my Tier "1" as Tier "2". To me its really about how you setup your websites which makes them safe or NOT.
