I am led to believe that out-linking to helpful relevant and high quality/authority sites can help with your ranking, but i am also led to believe that every link leading out is diluting the strength of the page... so

Does anyone know how this actually works?

    It doesn't dilute the page directly, but it does dilute the link juice to other links on the page which include internal links.

      say I had a post about the sky and I was trying to rank for "blue sky" and I had a link in my article going to an external authority site about skies with the anchor text "blue sky". is that link helping me or hindering me in terms of ranking?

      I mean hopefully if all is well it should help because it is adding value and options for the visitor, but do the search engines see it like that?.

        It's situations like these where SEO should take a backseat, and you need to see if it genuinely adds value to the content.

        Having said that, in this scenario, it's definitely better to link out to the sites as long as you don't go overboard. A few links will be more positive than negative. The negative SEO effects are negligible.

    I've never seen any SEO benefit in linking out to authority sites and so I don't link out for SEO. I link out when I feel a link would help my readers.
