They update it internally every day. They are never updating the public toolbar again.

If they never update it again what about those sites already has pr rank. It will remain as it is or it will go up and down.

It changes every day. The toolbar is just a snapshot of what the PR was at some data point in the past.

The toolbar PR you see will not change, but it does not mean it is the actual PR of the page today.

At some point they should and probably will change it - by turniing it off.

The scams with PR are just increasing month to month

  I don't think they care about the scams. The people getting scammed are people trying to game their algorithm anyhow.

  I figure plus it slow s down the universal use of third party metrics they can't control.
  Anyway its only a matter of time. When a technology is no longer being used (I refer to the toolbar not internal PR) companies at some point do make it go dark. Those still using PR are going to have to see the light in a year or two more anyway.

You are ranking at top because you have done very good SEO as compare to PR4 website. You might have good statics of your website, as now days PR is not the important thing to judge a website.

You should not concentrate in higher PR because Google has stopped updating Page ranks. Focus more in making high-quality content and backlinks.
