Consider the two page titles below:

Search for "Valid Marriage" in California Law

Search for Valid Marriage in California Law

Would Google consider these two page titles unique? That is to say if both pages exist (with different content) would this be considered a duplicate title? Or would Google recognize the difference?

I'm thinking that the quotes might be ignored and maybe I should find a different way of making sure the page titles are unique.

    They are both the same. The quotes mean nothing unless it is a search term.

    Even a single different character in title will make it unique. But as a good practice, put more and more uniqueness in titles as you can.

      I don't think so. It depends on what the character is how google sees it. While enclosing something in quotes when performing a google search can return different results, the same cannot be said for how google sees the title and indexes it. Stop words and punctuation, as far as I can tell, are NOT indexed in any way.

      I opted for making sure all titles were as unique as possible excluding any stop words and punctuation or special characters. Given the quantity of pages that took some careful planning.

    These titles are have some difference but you should not write like this because these are looking same.Title should be different and totally unique so that you can get better ranking in search engines.

    They are not unique. I suggest that you create a more compelling title both for Google and for your readers that will click your link once it will appear higher on the serps.

    Would these two samples be considered to be unique or the same page title?

    California Law, Valid Marriage

    I can see where you could have two completely unique articles, one written from the perspective of a valid marriage, and the other written from the perspective of California law.
